On HighLevel's built-in phone and email (LC Phone and LC Email), US texts cost $0.00747 per segment each way plus a carrier fee of $0.0025 to $0.01. Calls cost $0.0166 a minute outbound and $0.01165 inbound, a local number is $1.15 a month, and email is $0.675 per 1,000. Usage comes out of your agency wallet on every plan. Unlimited can rebill it to clients at cost; Agency Pro can add a markup.

HighLevel says submitting a campaign starts both the one-time and monthly fee, whatever the review outcome. Resubmissions have been free since February 1, 2026.
What counts as a segment
Texts are billed per segment, not per message. A text of up to 160 plain characters is one segment. Longer texts are split into segments of 153 characters each. One emoji or other special character switches the whole text to a stricter format: 70 characters for a single segment, 67 per segment after that. A 200-character text with an emoji can cost three segments instead of two. (Twilio's explainer)
Who pays: rebilling by plan
Starter: usage comes out of your agency wallet, and you can't rebill it. Unlimited: you can rebill clients at cost, so usage stops eating your margin. Agency Pro: you can rebill with your own multiplier, so usage becomes profit. When rebilling is on, HighLevel adds a fixed 5% to pass-through charges (A2P fees, SMS/MMS carrier fees, Verified Caller ID, RCS carrier fees) before your own multiplier. (HighLevel on rebilling)
